Didn’t find out I was diabetic until I went into DKA and Im sure that caused damage and was just curious if the damage could be reversed?

I feel like I have it but my Dr. said that I don’t based on my lab results. Glucose serum and C-Peptide were checked. I was diagnosed with PCOS and insulin resistance about 8 years ago, and have all the same symptoms. I stopped going to my endocrinologist b/c I didn’t have insurance at the time and now I do. The Dr. that checked me recently for it is not a specialist. Could her telling me that everything came back normal be false?

According to a Harvard study (http://www.harvardscience.harvard.edu/medicine-health/articles/new-study-finds-45000-deaths-annually-linked-lack-health-coverage) 45,000 Americans die from easily treatable causes (such as hypertension and diabetes) because they lack basic health coverage (that is, they can’t afford even basic treatment).
Assuming you care about Americans dying needlessly, what can be done to reduce this number and ease this tragedy?
What does insulin do, if you’ve over dosed and it’s done breaking down the sugar?

My aunt, I just found out commited suicide today.
